Anchorage is launching a new collection program involving roll-carts for garbage and recycling collection. We recognize that some citizens won't be physically able to push the carts to the curb and will require backdoor service. Does anyone have advice on how to identify and/or screen citizens for this?
hi Jason....In 1998, we started curbside msw collection for around 20,000 homes. Initially, this was a problem. Our Board of Commissioners adopted a policy that corrected this problem. We put a clause in our contract that required the solid waste hauler to service these residents "back door". We regulate this by providing a form to residents who qualify; the resident must live alone and have no one to push the cart out to the roadside and their doctor must fill out part of the form certifying that the person needs backdoor service. We were afraid at first that this would get out of hand, but we actually have less than 100 out of the 20,000, so it has not caused any service issues except when a new driver is on the route and forgets to pick up the person back door or a lazy driver does not return the cart to the back door of the home for the person. The solid waste vendor does have a clause in the contact stating that we can not have over 3% back door service or it will effect our costs. i will be happy to provide you with a copy of our contract and forms if you would like them. The City of Saskatoon maintains a list of addressess where folks require help. Our rear loader drivers have a 'special service beat' where they pull the cart to the truck, empty it with the tipper then put it back on the homeowner's property.

Part of the Americans With Disability Act, we as a city were required to provide a "Roll in, Roll out" service to our customers, we do however require that they fill out the proper paperwork. We do have a form the residents that request this service have to fill out, and also their primary care physician must sign, the form itself is pretty basic and only ask a few questions. If we see that they do live alone and are disabled then we can wavie the physician sign off. The drivers then roll out the containers, service them then roll them back in. Hope this helps..
